John Otto, P.E.

Staff Specialist

John, a Michigan Licensed Professional Engineer, has over 40 years of heavy / highway construction experience.  He received his BSCE from Michigan Technological University in 1980 and a MSCE from Michigan State University in 1997.  He worked for heavy / highway contractors from 1980 through 2019 in various roles such as engineer, field supervisor, project manager, estimator, and vice president.  He has extensive experience with complex, high profile, expedited highway and airport projects.  Major projects he managed include freeway reconstruction of I-75, I-94, US-27, US-24/I-94 SPU Interchange, I-94/Middlebelt/Merriman Interchange, and Detroit Metro Airport Midfield Terminal and Runway expansions.  In addition, he has been involved in the estimating and management of numerous MDOT Design-Build projects.

John has a thorough knowledge of MDOT specifications, procedures, progress schedules, CPM schedules, project staging, construction means and methods, estimating, negotiations and claims.  In addition, he has received FHWA-NHI training qualifying as a bridge inspector team leader and Dispute Resolution Board Foundation training (DRB) qualifying as a MDOT DRB Panelist.  He also has been a university instructor teaching material labs and a senior level construction engineering class at MSU.
